Allow access rights to set up project codes for assignments

Would allow us to better utilise the system - the group HR team doesn't have capacity to set up and then monitor a high volume of project codes, it would be great to delegate to someone in a specific company/country.

Additional report to in New starter setup

When adding a new starter, you can't add additional reports to. The person setting up the record isn't always the direct reports to, so it would be useful to be able to add additional at the time of setting the record up.
