Keep Return to Work interview notifications if only partly completed

Managers stop receiving notifications about outstanding Return to Work interviews once only part of the form is complete. Could notifications stay on until the whole form is filled in and signed off? Without the notifications managers and admin are not aware of outstanding requirements.
