Increase File Size Limit for Ripples

There is currently a 3MB limit on documents uploaded through ripples, meaning you can't upload a single photo without compressing it first. This causes some issues with the onboarding process, as people shouldn't need to use an external tool to add an ID or right to work document to their account.
