Email document for viewing (not signature)

A challenge that we have always faced is that colleagues will only receive an email to view document if employee signature is ticked. However many documents don't necessarily require this. It would be good to have an email function to notify colleagues there is a document for their perusal.

If we're feeling fancy - maybe even a mechanism to record that they have viewed it.
