Enhanced Access user should be able to remove scheduled changes.

Currently on admins can remove scheduled changes. The main HR teams use enhanced access and thus cannot remove scheduled changes. This needs to be extended to the enhanced access side of the permissions as HR staff/ teams are not admins.
