Option to have another category type other than Employee or Admin

For every person added to the Software, they are assigned either Admin or Employee. I am therefore classifying some EU staff as Employees when they are not, for example: Their record shows they are an employee, but in Poland, they are a Civil Worker. I want the option for "other" that has the same access as an employee, but it does not categorize them as such. I have included a snapshot to help demonstrate better
