do not default remove all hiring leads when a drop down changes on vacancy

currently if you change a drop down on a vacancy, i.e. Location, after the vacancy has been created and hiring leads added and pipeline notifications setup you lose all the hiring leads from the vacancy. prime example of hte system perhaps being 'too clever' as just because the location or team or something else is changing does not necessarily mean we want the hiring lead to change. means we have to reinput the hirign leads and update all pipeline notifications all over again. perhaps a question - do you want to delete hiring leads and delete pipeline notifications when you go to change a drop down - option Yes, does what the system does no. option NO would allow for the setup to remain exactly the same, just the drop down change.
