Set default country code for telephone numbers

For countries based outside of the UK, such as Ireland, the country code for telephone numbers always defaults to +44 with no option to set a different default.

It would be good to have the option to set a default for this, much like currency. This would be especially useful in the ATS as applicant's may be put off applying for a role in Ireland if they see the default country code is UK.
