At present employee can book quarter days but this is not good for our business and I want to be able to set a minimum booking period of half day. Declining a holiday request is not really an acceptable method of managing this issue because the option shouldn't be there in the first place and it just creates employee angst.

Agree, there should be the ability to set this or at least "toggle" between the two in settings. We only want half day minimums.
I came here to add this as a request to PeopleHR. We only allow half day & full day annual leave bookings. This needs to be added as an option on PeopleHR for businesses to edit the system so that it only allows half/full day bookings.
