Option to set effective date to be in the future or the past

If there was an effective date field, it would mean that whenever you were looking at anything it could either be from the perspective of today which should be the default position, or you could put a different date in to show what the organisation will look like at a future date, or what it did look like at a past date. It would give you to ability to more easily compare situations and future plan better.
