The LOS award button/rule should go on the date the employee started at the company, not the date in which the HR input them in to the People HR system.

Agree. If you set up LOS rules and timeframes, by default the LOS button should be automatically ticked based on the rules applying to a specific location. The small tick box seems to form part of no real automation and gets missed when setting up new starters as is insignificantly located.
