Add the ability to for admin to impersonate users

Adding administrators the ability to impersonate users, would allow us to see any issues from their side, to help resolve them. For those colleagues who dont have ready access to the system, it would allow us to provide clear instructions based on their user profile.

It would also help to create user and admin guides, rather than having false employees
