New Employee wizard - make full time holiday entitlement mandatory

When setting up a new employee make the Full Time Holiday Entitlement a mandatory field. Currently it is not mandatory and therefore the system appears to allocate a basic amount (25) which is not correct and therefore does not calculate the pro-rata amount for the rest of the year correctly. Simple improvement which will ensure the system is calculating holidays correctly.
