Give admin the option to choose to notify staff about any amendments to a performance review before saving. For example:
1. 'Yes - notify all staff of changes'.
'Yes - notify affected staff of changes'
'No - don't notify staff'
By having these options available, it stops sending unnecessary emails to staff but also gives the opportunity to notify staff if/when relevant.

It's very frustrating that the system cannot do this currently. Agree with above. e.g. Spelling error correction meaning 500+ employees receive a notification, not good time spent reading these emails. This is a very easy fix.
