Access Employee Performance Open Closed Reviews Merged

Change the new Employee Performance reviews so a manager or admin can reopen closed reviews as you can with PeopleHR Performance module. Our employees are used to completing the review so they can share it with their manager, but on Evo that closes the whole review. We're faced with a load of reviews we can't complete.
