Receive notification from ATS when a comment is added or a candidate moved.

Currently the only way to know if a comment has been added by a reviewer or a candidate has been moved along the pathway is to go in and look. This either means forgetting to do it or doing it a lot with no activity, or asking the individual to tell you they've done something.

I simple message that there has been activity on a record would be really helpful.
