Run the new starter data capture popup on mobile

Currently the new starter data capture popup only appears on the desktop version, please extend to the mobile.

Describe the Challenge

we have a lot of employees only accessing PHR on their mobile. The new starter data capture popup does not work there, so we have to ask for some of the information separately, which then doubles up for non-mobile users :-(
