Support CIDR notation within API IP allowed list

Using API IP allowed lists when creating API Keys is required to follow our IT security policies.

We have a use case (there might be others) where we'd like to use PowerBI to report on data coming out directly of a PeopleHR report, but the PowerBI SaaS service uses ~10-15 IP address rangees (I've not counted, but I'd guess 50-100 IP addresses in total) which isn't practical to manually enter into the IP allowed list.

Microsoft communicate the IP address ranges using the standard CIDR notation to communicate which IP addresses it's services use.

It would be great if PeopleHR API keys could also accept these CIDR ranges on top of individual IP addresses
