When looking at backdated headcount reports, it shows the department an employee currently works in and not the department they worked in at the time, which means you can't get the correct headcount per department.

I agree. I am asked for employee data (at a point in time) frequently. I would go as far as having this option for things like absence and holiday too.
Yes please! This has been a source of frustration for us for some time. I also think there is the same problem with former job titles
