This is crucial so when we change part-time employee to full-time half way through the year the previous part-time calculation of their leave stays correct. Currently if I would untick the Entitlement Includes Public Holiday when moving them to full-time the part-time holiday calculation gets messed up because the lack of the effective date for this condition.

This would be very useful!
This would also be useful when employees move from full-time to part-time hours, for example when returning from maternity leave or following approval of a flexible working request.
I agree - this causes a lot of confusion!
