Assignment authorisation by project rather than line management

Employees do additional work in other areas so their hours need to be authorised by someone other than their manager. We do not want to add them as an additional manager as they should not have access to the employees records. It would be great if projects could be assigned a number of specific people who can authorise, not just using the reports to heirarchy as it doesn't work in our organisation.
