Restrict Employees from Booking Holiday until all their Logbook Signatures have been given

Although the majority of staff comply with our request to sign documents within their logbook in a timely manner; it would speed up the process of compliance if we had the option to restrict/with hold holiday booking requests until all signatures have been completed on a user by user basis.
