Only admin being able to view all staff in mobile app

When we first signed up with PeopleHR, Administrators could view all employees PHR profiles on the mobile app. WE have noticed recently that this is now the case, and when raising it as a request I've been told either everyone can see everyone or no-one can see anyone. It's quite frustrating as this was a huge feature we used and part the reason we went with PHR, so it's very annoying this is now the case.
