Allow Admin to view/edit/ create onboarding "tasks" without having to onboard/offboard employee

currebtly we can only create individual tasks from the task button, however if you wnat to edit/create or delete a tasks you have to wait until you onboard/offboard an employee to edit your global tasks. It's unproductive and often forgotten to do when unable to action this straight away.
