Add a layer of user profile as HR; currently we have Managers, Employees & Admin, but for a company across multiple jurisdictions, it doesn't make sense for all HR to be admins with visibility over data e.g. salary, date of birth, sick leave of employees in other jurisdiction.
However, what would be helpful is to create another layer of user profile where HR of each jurisdiction can have admin access for employees in their region. Tasks that they can perform incl.:
Change reporting line for employees across different jurisdictions
Approving sick leaves from manager's submission for their employee without admin's further approval
Customise report for their own jurisdiction
Etc.
