News Communication - further development required

I cannot emphasise this enough, I regularly use the News Communication feature and tick the Email to All but sometimes I would like to be able to specify specific employees who I either do want to receive the news communication or, to specify specific employees who I DO NOT want to receive the news communication - for this reason I have sometimes had to select do not receive for an entire department because thats the only options available and there may be one or 2 in that department i want to be included or not be included so having specific name options would be great in the News Communication.
