editing a document on who needs to sign

we used to be able to amend who needed to sign a document but it doesnt allow you to do this anymore. so for example if you want a document signed by both the employee and manager and then decide the manager doesnt need to sign this it wont let you remove them anymore. can this be changed? otherwise it means we have to delete the document and start again which is frustrating if the employee has already signed it.
