Amend consultant notifications

Sometimes we have to add people as consultants, for example our web designer. However, consultants receive notifications when there are any case updates. It would be good to amend the settings for consultants, to be able to limit what they can and can't see.

We do not want to breach confidentiality be people receiving notifications when they don't need to be informed.
