Security Concerns with PeopleHR Merged

It seems that to use the main PeopleHR functions, all HR users have to be full Admin users - this concerns me that they could accidently give rights to other users or not understand the consequences of their actions. There should be a superadmin user for delegating access and setting up other admin users so that any admin can't invite other users.
