Consultants being able to add news items

Currently a Consultant to a company using PeopleHR cannot add news items. This would greatly benefit companies where they outsource their HR function.

Describe the Challenge

To fully utilise the system the consultant would need someone within the company to add news items and this is a waste of everyones time
