Having added a Logbook option for Workshops I would like to use Bulk Actions to add the record to staff files, in the same manner that Training can be added.

There is an option for uploading logbooks, including ones you've created yourself, in Bulk Actions under Data Loaders. Here is a knowledgebase article about it https://accessgroup.my.site.com/Support/s/article/PeopleHR-Upload-data-with-data-loaders.
