The recent update on this feature to not let managers bypass the error of not having enough entitlement to book any of those absences has created a heavy admin work for our small HR department. I would like to ask you to revert this change and look for another solution that will enable managers to book Other Events without allowing employees booking themselves. Thank you.

Like this idea as want managers to take ownership for managing employees.
We have the opposite issue, where we want employees to be able to request other events in the same way as holiday for approval and now have to give each employee an entitlement for each category. For us a case of fixing something that wasn't broken.
