Allow changes to Performance Review Template once in use. Merged

Please could you allow changes to be made to performance review templates once in use. I don't want to be able to change the questions but I would like to be able to move people between templates. So I have 4 templates in use each year for different departments, I exclude people from different templates to avoid wrong templates being selected but if someone moves department I can't apply the correct template to them once it's in use. Could templates also be archived once the period is over?
