We can only block and unblock by Location and Department. We would like to chose indivituals to block and unblock the days.

Agree, I book general training for individuals across different teams/locations, and having secured venue and trainer, want to make sure chosen employees do not book holiday whilst details are being finalised.
Totally agree. I've had to reduce the overall holiday allowance for one or two staff to unblock the odd day which makes reconciling holidays against our Practice Management system very difficult
