Send welcome email to have enhanced functionality

If the “Send Welcome Message” button were to trigger an output list of all those to whom a welcome email would be sent along with a checkbox allowing admin to control recipients, and ideally the date their record was created, this would be quite helpful from an admin’s perspective.
