Allow characters in logbooks that are currently invalid

Use of some characters prevents the user from saving the logbook, but finding the invalid character is trial and error. The help document lists <> and -- as invalid characters. We have also found ~ and | are invalid. Logbooks for appraisals are note form and these characters are all useful - please could they be permissible?
