Include other event entitlement in starter wizard

Following recent upgrades it is now necessary for an entitlement to be added for each other event category for each employee. Can this be added to the starter wizard as it is going to be easy for this to be overlooked otherwise.

Describe the Challenge

This would help admins ensure new starters have an entitlement set up where applicable and prevent lots of queries from employees where the entitlement is zero.
