Staff should be able to see if they have a negative TOIL balance

Since the new update, we have been told that if someone has a negative TOIL balance, eg because they worked less hours one week and will work extra the next, this will no longer show on their planner - showing instead as a zero balance, which is not accurate.

Describe the Challenge Allowing staff to see how many hours are owed.
