Option for admins to turn off Goals section

Currently the goals section doesn't serve any purpose, it's not connected to anything and only works for very transactional goals like sales targets. If the Access Group isn't going to invest in developing the functionality, there should at least be an option for the adminstrators to turn it off if it's not going to be improved in any way.
