Ability for admins to enter text to performance review segments in bulk, on behalf of employees

Text must eb added each quarter into a segment in the performance area. This quarter has been unusual and we'd like to be able to skip it but the box is mandatory. We have to aske every employee to enter N/A in the box themselves or we have to do it one at a time for all. We'd like to be able to add the same text to everyone's record in 1 fell swoop.
