Create an authorization rule as an option on all logbooks so that for those that require manager's input, the managers can be triggered/can get a notification to proceed with the next steps

This is useful in the performance management process, as it creates an option for the managers and direct reports to hold quarterly/mid-year check-ins without necessarily having to close the current APM.

Describe the Challenge

It will make the performance management and quarterly check-ins seamless. At the moment there is no option for doing that
