Dashboard filter based on contracted hours or FTE

Addition of this filter would allow separation of data for part time or zero hours workers. The inability to do so renders the dashboard reporting unreliable for our current needs.

Part time and zero hours workers skew the reports at present meaning data is extracted and all reporting is completed off system.
