Holiday authorisation rules when an authoriser is absent

Allow authorisers to be able to select another person to send request to when they are on holiday or off on a prolonged period of absence. For example, our current set up means that's when the final authoriser is absent the request will not be actioned until they return to work or an admin steps in. Admins do not have the knowledge of the operation to do this effectively.

It would be helpful if the manager can select someone on the same levels of them in their team to action authorisations in their absence. (a side ways divert rather than always diverting upwards, which may not always be practical)
